NVIDIA GeForce RTX 3090 offers 31 FPS in Cyberpunk 2077 at 8K with raytracing

If you want to play the game at even more FPS, disabling ray tracing will enable the GPU to produce around 38 FPS, this was also tested by TweakTown.

TweakTown also reviewed that the 24Gbs of memory on the RTX 3090 is not enough to play Cyberpunk at 8k resolution with everything set on maximum. Only disabling ray tracing allows the in-game memory allocation to drop to 21Gbs. This just shows exactly how demanding Cyberpunk 2077 is.
